For these affected applicants, the deadline to submit applications was extended to August 16, 2023, and the intergovernmental review deadline was extended to October 16, 2023. The disaster basis for this extension comes from FEMA disaster declarations for severe storms, flooding, landslides, mudslides, straight-line winds, and tornadoes, as applicable to New York (DR-4723-NY), Vermont (DR-4720-VT), and Oklahoma (DR-4721-OK).

The extension is narrowly limited and does not change the competition rules for everyone. Only applicants that meet the definition of an affected applicant can use the August 16, 2023 deadline, and they may be required to provide documentation showing they are located in the federally declared disaster area (for example, evidence tied to the organization mailing address). Applicants outside those areas were still required to meet the original August 8, 2023 deadline, and late submissions from non-affected applicants would not be accepted. The notice also clarifies how resubmissions work for affected applicants: if an affected applicant already submitted by the original deadline, they can resubmit by the extended deadline but do not have to. If they do resubmit, the Department will review the last timely submitted version received by 11:59:59 p.m. Eastern Time on August 16, 2023; if they do not resubmit, the Department will use the original submission.
