Prior kidney cancer experience is not mandatory for the PI, but the proposed work and the career development plan must be squarely centered on kidney cancer. The application should also demonstrate the fellows potential to become an independent leader in the field, using evidence such as prior achievements, honors, first-author publications, prior funding when applicable, and strong letters of recommendation.

Mentorship is treated as a core pillar of the award. The mentor (and co-mentor if used) must show appropriate expertise in kidney cancer research and/or kidney cancer patient care, supported by recent publications and an active funding record, and must demonstrate a real commitment to the fellows growth. If the primary mentor is not established in kidney cancer, the program requires a formal co-mentor who is an experienced kidney cancer investigator. The application should clearly describe how the mentor(s) will support both the research and the fellows transition toward independence. Even if a mentor has a limited formal mentoring track record, that weakness can be mitigated if the overall researcher development plan is especially strong and well-structured.

The researcher development plan itself is a major review element and needs to be individualized rather than generic. It should explain why the training environment is a good fit, what skills and experiences the fellow will gain, and how those experiences will be sequenced to build independence in kidney cancer research. Multidisciplinary approaches are encouraged (though not required), and if the project crosses disciplines (for example, combining computational methods with translational biology, or integrating clinical datasets with mechanistic lab studies), those pieces should be explicitly described rather than implied.

Programmatically, the work must be relevant to active duty Service members, Veterans, military beneficiaries, and/or the broader American public, reflecting DoDs interest in health issues that affect military and civilian populations. The announcement also points applicants to the Congressionally mandated Metastatic Cancer Task Force recommendations and encourages ideas that align with those recommendations, as long as they fit within kidney cancer priorities and the awards boundaries (including the prohibition on clinical trials).

Funding is provided through assistance agreements, meaning awards will be issued as either grants or cooperative agreements depending on how much involvement the DoD anticipates having during project performance.
