A key requirement is the ability to provide assistance at a national scale and to help local programs leverage existing resources rather than reinventing them. This means guiding providers in how to connect survivors to federal, state, local, and private housing programs and initiatives they may qualify for, and helping agencies build workable partnerships that actually translate into housing placements. Applicants were expected to show credible relationships or formal partnerships with relevant housing stakeholders, which could include public housing authorities, homeless services systems, housing continuum of care networks, domestic violence and sexual assault housing providers, legal aid organizations, and other community housing partners, depending on the model proposed.
